Note: This is a term-limited position through September 30, 2023 Summary Statement The United States Agency for International Development (USAID)'s Bureau for Global Health (GH) serves as the agency's primary source of technical expertise, leadership, and donor coordination for the health sector, including HIV and AIDS, infectious diseases, child and maternal health and nutrition, family planning and reproductive health, and health systems strengthening and reform. GH is responsible for advancing field-relevant, state-of-the-art research and the transfer of new technologies and approaches to field programs. Through its staff, programs and country teams, GH provides critical support to USAID missions and field programs in more than 70 countries. Over 6.2 million people have died from the COVID-19 pandemic. It has further disrupted access to essential services including immunization and put tens of millions at risk of contracting vaccine-preventable diseases. The Biden Administration has called on the world to collectively end the COVID-19 pandemic as soon as possible and has introduced ambitious targets in three critical areas for ending this pandemic and preventing and preparing for the next: Vaccinate the World; Save Lives Now; and Build Back Better. The U.S. government (USG) has committed to supporting the target of vaccinating 70% of the world population by the end of 2022. The Bureau for Global Health joined forces with the Agency's COVID-19 Task Force (CTF) to launch USAID's COVID-19 Vaccine Access and Delivery Initiative (VADI) to support the USAID Administrator's Global VAX commitments including: overseeing the historic rollout of more than a billion vaccine doses; working closely with USAID Missions to coordinate, supply, and strengthen country readiness and delivery; and managing our partnership with COVAX; Gavi, the Vaccine Alliance; the UN Children's Fund (UNICEF); the World Health Organization; and others. The key to controlling the pandemic lies in implementing a comprehensive public health and clinical strategy in every country. To prevent transmission and expand access to evidence-based, high-quality care and treatment for patients with moderate to severe COVID-19 infections, the Global Health Bureau has launched the Saving Lives Now agenda. The work under the existing Global Health Bureau Technical Working Group Objective 2 has been rebranded and focused on "Saving Lives Now." Saving Lives Now aims to reduce morbidity and mortality, mitigate transmission, and strengthen health systems, including to prevent, detect, and respond to pandemic threats to respond to COVID more broadly. As USAID pursues the critical goal to "vaccinate the world," there is also a need to strategically shift from a focus on emergency pandemic response to management of ongoing COVID-19 as an endemic disease and future pandemic preparedness. USAID will build on the major investments already made in human resources and health systems to prepare for and manage COVID-19 and incorporate novel treatments and approaches rapidly, effectively, and equitably. The Saving Lives Now Team will build capacity for "Test and Treat" approaches with new diagnostics and therapeutics through technical assistance and procurement and continued work on critical oxygen support and clinical case management of COVID-19 patients. Job Requirements The Senior Technical Advisor for COVID Diagnostics and Laboratory provides technical leadership to USAID's COVID-19 response to advance the Saving Lives Now agenda. Some support will build on existing U.S. President's Emergency Plan for AIDS Relief (PEPFAR) programs to mitigate the impact of COVID-19 on HIV/AIDS activities. Responsibilities The Senior Technical Advisor, COVID Diagnostics and Laboratory will support the GH bureau/Saving Lives Now Team COVID-19 response. Specifically, the position will support and lead the diagnostics component of USAID's Test to Treat Strategy and other interventions under Saving Lives Now. The Senior Technical Advisor, COVID Diagnostics and Laboratory, is a member of the Global Health Bureau's Saving Lives Now Team and will also work closely with Clinical Case Management Lead and overall Technical Lead for Saving Lives Now and colleagues across the Agency. The Senior Technical Advisor will closely work directly with the Saving Lives Director. The Senior Technical Advisor will also work closely with and receive technical guidance from the Supply Chain Division and clinical colleagues across the Office of HIV/AIDS. Specific Duties: The Senior Technical Advisor, COVID Diagnostics and Laboratory, will serve as a subject matter expert within USAID for programming focused on the COVID-19. More specifically, with the following roles and responsibilities: * Serve as a subject matter expert within OHA, GH and USAID on COVID-19 diagnostic testing strategies, laboratory supply chain, systems strengthening, and service delivery activities for COVID-19 related programs. * Advise senior USAID leadership in the development and implementation of short- and long-term program strategies related to COVID-19 test and treat activities, improving global access to COVID-19 diagnostic tests, sustainable laboratory supply chain, and laboratory systems strengthening activities; to include public and private sector approaches. * Provide technical assistance to countries engaged in the introduction and implementation of HIV and related diagnostics building on USAID experience with the introduction of other health technologies (HIV self tests, HIV Point of Care diagnostic devices, etc). * Develop and support implementation plans and strategies around diagnostic testing and test to treat models in collaboration with the Global HIV Diagnostics Workgroup and other development partners, donors, beneficiaries and advocacy groups. * Conduct and support data analytics to inform broader agency laboratory development strategies and country dashboards to improve data visibility and responsive laboratory system adjustments. * Perform internal programming, performance management, monitoring and reporting duties. * Lead or participate in specific projects and activities as assigned and provide technical direction, budget development and review, and project management. * Assist the Contracting Officer's Representative (COR) on the full range of COR duties. * Establish and maintain close working relationships and technically represent OHA/SCH and the GH Front Office with senior staff at relevant USAID bureaus, operating units, implementing partners, as well as US Department of Health and Human Services and other relevant agencies. Qualifications * Masters degree and a minimum of 10 years of relevant experience, or bachelor's degree with 12 years, Associate's degree and 14 years relevant experience OR High School graduate and 16 years in public health, epidemiology or equivalent in the field of global public health * Experience in molecular diagnostics supporting national diagnostic programs is desirable. * Demonstrated strong data analysis capabilities * Demonstrated ability in supply chain activity planning, management and implementation, preferably within a developing country or resource-limited context. * Fluency in critical project management skills, including budget management. * Proficient use of Microsoft Office applications (especially Excel skills), as well as experience with other data management and analysis software. * High level of judgment, maturity, ingenuity and originality to develop strategies, and to analyze, develop, monitor, and evaluate program implementation. * Ability to work independently with light supervision. * Ability to recognize areas of weakness and willingness to learn. * Ability to identify issues or potential risks and make informed decisions on how to manage and/or mitigate risk. * Fosters and demonstrates a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations. * Ability to work within diverse teams. * Strong interpersonal communication and excellent oral presentation and writing skills. * Willingness to travel frequently to developing countries. * US citizenship or US permanent residency and ability to obtain at a minimum a facility access clearance.
