ABOUT THE DEPARTMENT:

The COVID-19 Response and Recovery Team is part of the Public Health Department at Deschutes County Health Services. We oversee and coordinate COVID-19 response efforts including outbreak management. We also and cooperate with, and/or manage and oversee vaccination programs within Deschutes County.

ABOUT THE JOB:

Deschutes County is accepting applications for a Public Health Nurse II in COVID-19 Response and Recovery. This is a full-time, limited-duration position. This position will work with an enthusiastic and dynamic team of public health staff dedicated to improving the health of our community. The nursing position will be responsible for COVID-19 infection prevention work including disease investigation, outbreak management, infection prevention consultations, vaccine administration, testing and therapeutic education. This position will work with local providers, volunteers, and community partners responding to needs related to the COVID-19 local public health response. In the case of a public health emergency, this position will participate as a member of the emergency response team, as needed. This position may serve in a leadership capacity as needed.

Primary work schedule will be Monday through Friday from 8 a.m. to 5 p.m., but must have the ability to work a flexible schedule on occasion, which may include working weekends when necessary, to meet the needs of the department.

This position is located in Deschutes County and may be eligible for hybrid of in-office/remote work as allowed by policy and approved by the supervisor.

Key Responsibilities:

  • Provide case management, outbreak management, patient education and infection prevention and control. Interaction will be primarily with individuals and diverse groups.

  • Create new partnerships and working relationships with community stakeholders, community based organizations, high-risk congregate living settings and long-term care facilities.

  • Lead clinical services including community wide testing and vaccination events.

Knowledge of or experience with:

  • Principles and practices of nursing and public health nursing, specifically health maintenance and disease prevention, including research design and methods, data gathering, statistics, benchmarks, and measurable outcomes.

  • Presenting health-related topics to audiences of diverse backgrounds and learning styles.

  • Exercising independent judgment to plan, organize, and administer safe and effective public health nursing care.

  • Proficiency in Excel, Google Sheets and Outlook applications.

Skill In:

  • Writing research reports, preparing educational presentations for groups, and developing policies and procedures.

  • Planning and evaluating health-related programs.

  • Working with vulnerable populations.

  • Improving program quality by studying, evaluating, recommending and implementing changes in processes, policies and workflow.

  • Working under pressure and capable of handling multiple and changing priorities.

Compensation

$5,681.03 to $7,613.12 per month for a 172.67 hour work month. Excellent County benefit package when eligible. This union-represented position is available immediately.

This is a limited-duration employment position as defined by Deschutes County Code Chapter 3.08.010. The position has identified funding through December 31, 2022. Extending the position beyondDecember 31, 2022will depend on a continued business need for the position and approval of additional funding. Should this occur, the County may at a later date extend the position end date or offer regular employment status to the incumbent in this position.

Minimum Qualifications

A Bachelor's degree in nursing; AND two (2) years of public health nursing or related nursing experience in public or community health. May alternatively have a Bachelor's degree in a health-related field; AND two (2) years of public health nursing or related nursing experience in public or community health and possession of a Registered Nurse license in the state of Oregon (or have the ability to obtain by date of hire). An Associate's degree in nursing may be substituted for the Bachelor's degree if the candidate has four (4) or more years of public health nursing or related nursing experience in public or community health. Must have thorough knowledge of public health programming and experience with epidemiology, communicable disease, immunizations, health education and prevention programming.

Preference will be given for:

  • Nursing degree with Master's degree in Public Health.

  • Bilingual in English and Spanish.

Necessary Special Requirements

Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.

Deschutes County will comply with the Oregon Health Authority, Public Health Division Oregon Administrative Rule (OAR 333-019-101 (https://secure.sos.state.or.us/oard/viewSingleRule.action?ruleVrsnRsn=280614) ) requiring COVID-19 vaccination for employees working in a healthcare setting. It is a requirement of this position that the incumbent provide proof of vaccination status or request and be approved for an exemption based on legitimate medical reasons or sincerely-held religious beliefs (for detailed information on exceptions, please review section (4), (A) and (B) (https://secure.sos.state.or.us/oard/viewSingleRule.action?ruleVrsnRsn=280614) ) by October 18, 2021 or their date of hire, whichever is later. Deschutes County provides reasonable accommodation as required by applicable law, and those finalists seeking a reasonable accommodation from the vaccination requirement may submit a copy of the medical or religious exemption form as prescribed by the Oregon Health Authority in order to certify the reasons for requesting an exemption. Must have dependable transportation and be willing and able to drive throughout Central Oregon in sometimes adverse weather conditions.
