Department Information

The Indiana University Center for Global Health (IUCGH) within the Department of Medicine, develops mutually beneficial partnerships across disciplines, schools, and countries to create and implement sustainable programs that improve health and human flourishing in underserved areas worldwide. IUCGH also prepares a health education and health research experts in these communities to become the next generation of local, national, and global health leaders.

The IUCGH is searching for a Program Manager- Contact Tracing to manage contract tracers on IU's campuses.

Job Summary

The Program Manager for the IU Contact Tracing Project will manage a team of approximately sixty contact tracers working throughout the state of Indiana on all IU campuses with all IU students, faculty, and staff. The Manager will be responsible for hiring, training, managing, and overseeing contact tracers, including all scheduling and logistics for daily assignments and case follow-up. This position will be the monitor the general email address for the IU Covid-19 Medical Response Team and triage the communication to the appropriate team member. They will be responsible for developing and coordinating educational materials, including Frequently Asked Questions. The Manager will serve as a key member of the IU Covid-19 Medical Response Team and will represent this Team with a variety of high-level constituents within the University and community. Detailed responsibilities are listed below:

Supervision and Coordination of Contact Tracers

This person will manage the team of approximately 60 contact tracers responsible for all IU campuses and all IU students, faculty and staff. They will hire, train, manage, and oversee these contact tracers. They will develop and monitor productivity metrics for their assigned contact tracers and certify the case data that are collected daily by their group. Safety protocol compliance will be critical in this project and it will be the responsibility of the Program Manager to enforce contact tracer adherence with these protocols, to protect both employees and community members. The Program Manager will assess contact tracer performance on an ongoing basis, provide individual feedback, and conduct additional guidance/training to staff that are not meeting goals. The Program Manager will resolve problems and brainstorm ideas with contact tracers as issues arise during the course of this work, when difficult cases are encountered.


The Program Manager will be responsible for developing and coordinating all communications materials for the IU Covid-19 Medical Response Team. This includes setting up and responding to general email message and phone calls, triaging inquiries to the appropriate team member if the question needs to be elevated, designing communications documents for internal use and broader IU community use, working with other University communications professionals to create and distribute educational materials across all IU constituencies, and more.


The Program Manager will represent the Covid-19 Medical Response Team for IU at a variety of meetings, including with multiple county health departments, Indiana State Department of Health, and high-level University leadership. As a supervisor, various administrative duties will also be required such as timesheet review/approvals, ordering supplies, technology distribution, meeting attendance, and other duties as assigned.

Required Qualifications

Bachelor's degree and two years of relevant experience.

Combinations of experience and related education may be considered.

Possess a valid driver's license with the ability to be insured by Indiana University.

  • Experience setting daily\weekly\monthly schedules for employees.
  • Appropriate aptitude and experience (work, educational, and/or volunteer) in public health, medical, social work, or community-based programing.
  • Outstanding organizational and interpersonal communications skills and ability to foster a spirit of teamwork to accomplish team goals.
  • Skilled at prioritizing multiple competing tasks.
  • Experienced in conflict resolution.
  • Comfort using tablets, computers, and cell phones. Skilled in training others how to capture information from case/contact interviews and enter data into assigned database. Knowledge of steps required for the protection of protected health information (PHI).
  • Ability to coach others on how to read, understand, and implement referral procedures, which may change based on incoming data.
  • Excellent interpersonal skills and cultural competency and sensitivity.
  • Interviewing skills such that they can build and maintain trust with interviewees.
  • Resourcefulness in locating individuals who may be difficult to reach or reluctant to engage in conversation.
  • Basic skills of crisis counseling along with understanding of when to refer individuals or situations to medical, social, or supervisory resources.
  • Ability to communicate goals and present information clearly and concisely orally and in writing.
  • Basic proficiency with Microsoft Office Suite.
  • Ability to evaluate programs and processes and create cooperation from others to revise as needed.
  • Exceptionally good written and oral communication skills.
  • Strong analytical skills and detail-oriented.
  • Highly organized and able to quickly respond to a large volume of emails.
  • Excellent critical thinking and problem solving skills, along with the ability to prioritize, multi-task and maintain flexibility.
  • Ability to maintain confidentiality and build consensus.

Preferred Qualifications

Three years of experience working in a role that includes customer service and two years of supervisory experience.

Other preferred qualifications:

  • Experience working with CRM database.
  • Medical and/or public health background.
  • Experience managing a team in a remote working environment (no office setting).
  • A basic understanding of Indiana University, the campuses, and the structure.
