The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory and administrative professionals.

Credence Management Solutions, LLC (Credence) is seeking a Data, Analytics and Evaluation Lead Senior Advisor within USAIDs Bureau for Global Health, Front Office (FO) for the COVID-19 Vaccine Access and Delivery Initiative (VADI) under GHTASC.

Summary Statement

The United States Agency for International Development (USAID)s Bureau for Global Health (GH) serves as the agencys primary source of technical expertise, leadership, and donor coordination for the health sector, including HIV and AIDS, infectious diseases, child and maternal health and nutrition, family planning and reproductive health, and health systems strengthening and reform. GH is responsible for advancing field-relevant, state-of-the-art research and the transfer of new technologies and approaches to field programs. Through its staff, programs and country teams, GH provides critical support to USAID missions and field programs in more than 70 countries.

Over 6.2 million people have died from the COVID-19 pandemic. It has further disrupted access to essential services including immunization and put tens of millions at risk of contracting vaccine-preventable diseases. The Biden Administration has called on the world to collectively end the COVID-19 pandemic as soon as possible, and has introduced ambitious targets in three critical areas for ending this pandemic and preventing and preparing for the next: Vaccinate the World; Save Lives Now; and Build Back Better. As noted in the COVID-19 Global Response and Recovery Framework (GRRF), the U.S. government (USG) has committed to supporting the target of vaccinating 70% of the world population by the end of 2022.

To meet the ambitious goals set by the Biden-Harris Administration and the GRRF, the Bureau for Global Health joined forces with the Agencys COVID-19 Task Force (CTF) to launch USAIDs COVID-19 Vaccine Access and Delivery Initiative (VADI) to support the USAID Administrators Global VAX commitments including: overseeing the historic rollout of more than a billion vaccine doses; working closely with USAID Missions to coordinate, supply, and strengthen country readiness and delivery; and managing our partnership with COVAX; Gavi, the Vaccine Alliance; the UN Childrens Fund (UNICEF); the World Health Organization; and others.

The key to controlling the pandemic lies in implementing a comprehensive public health and clinical strategy in every country. To prevent transmission and expand access to evidence-based, high-quality care and treatment for patients with moderate to severe COVID-19 infections, the Global Health Bureau has launched the Saving Lives Now agenda. Saving Lives Now aims to reduce morbidity and mortality, mitigate transmission, and strengthen health systems, including to prevent, detect, and respond to pandemic threats to respond to COVID more broadly.

Job Requirements

The Data, Analytics and Evaluation Lead Senior Advisor will provide services in support of USAIDs COVID-19 response across both the Vaccine Access and Delivery Initiative and Saving Lives Now agendas.

The VADI Data, Analytics and Evaluation Lead Senior Advisor will provide technical assistance and operational advice in the development and implementation of the data and information analytics ecosystem for tracking country readiness and implementation of COVID vaccines. The Lead Senior Advisor will support the functions of the V-TWG including the Emergency Operations Center (EOC), Pillars I and II, and will lead the Data, Analytics and Evaluation Teams coordination of data related issues with Saving Lives Now on COVID-19 vaccine and and other public health and clinical aspects of the COVID response. S/he will coordinate USAID on COVID data and analytics in the interagency Global VAX agenda, in multilateral fora, and will support data and analytics technical coordination with other USAID Bureaus for the Agencys COVID response.

Program and Project Support

  • Support the full range of project management functions consistent with Agency policies and procedures and in line with technical priorities;

  • Track the Data, Analytics and Evaluation Teams buy-ins to central mechanisms (e.g. CIO advisory services mechanisms) and track financial expenditures when necessary, as well as monitor project performance, resolving complex issues as they arise;

  • Support monitoring of health programs through reviewing technical reports, conducting field visits, analyzing outcome and impact data and reviewing routine reports;

  • Report relevant project data, results, and information to the appropriate authority in an efficient and effective manner; and

  • Disseminate data-related COVID-19 program direction, policy changes and priorities for the missions and address issues or concerns expressed by the missions.

Technical Assistance

  • Support the primary point of contact and coordinator of activities for COVID vaccine data and analytics in the interagency Global VAX agenda and the primary point of contact for COVID-19 vaccine data in multilateral fora, and serve as the primary data and analytics liaison with other USAID Bureaus for the Agencys COVID response;

  • Support planning and implementation of Agency-level activities related to COVID data and analytics, including monitoring and evaluation;

  • Identify data gaps that the Agency and Interagency should address directly or through others and help ensure successful mitigation efforts are conducted effectively and efficiently; and

  • Lead technical assistance in the development and operationalization of the EOC Data Ecosystem, including analytic plans, data dashboards, geographic information and other data visualization approaches to update and communicate the following in order to address EOC needs:

  • Country readiness and delivery

  • Bottlenecks preventing vaccine delivery and acceptance

  • USAID- and partner-funded implementation efforts to support country readiness and delivery, and

  • Outcomes of USAID-funded efforts.

  • Masters degree and a minimum of 10 years of relevant experience, or bachelors degree with 12 years, relevant experience with significant study in or pertinent to the specialized field, including but not limited to program and project management or public health, social science and immunization

  • Ten (10) years of progressively responsible experience working in program and project management, global health, or research related to global health.

  • US citizenship with the ability to obtain and maintain Secret Security Clearance required.
